싱가포르의 악몽 그 후, 싱가포르 ICA로부터 온 메일

싱가포르 이미그래이션에서의 악몽을 겪은 후,

나는 도저히 이 일에 대해 그냥 넘길 수 없어서 ICA의 웹페이지에 항의글을 남겼습니다.

내가 보낸 메일의 내용은

그곳에서 내가 겪었던 일들과 인권에 관한 문제 제기,

그리고 싱가포르 이미그래이션에서 어떤 이유로 우리 부부를 입국거부시킨 것인지의 문의였습니다.

싱가포르 ICA에서는 아래와 같이 Ctrl+C, Ctrl+V를 한듯한 뻔한 답변만이 돌아왔습니다.

 A visitor's entry into Singapore is neither a right nor automatic and each entry is considered on its own merits. The grant of Visit Passes to visitors is assessed and determined by the ICA officers at the Singapore checkpoints upon their arrival. Visitors must fulfil the prevailing entry requirements and may be subjected to interview and additional checks before they can be considered for entry. Those who are ineligible for a Visit Pass will be refused entry.

 

We have looked into the matter. You were assessed to be ineligible for the issuance of a Visit Pass when you arrived on 17 Aug 2017.

 

The Immigration & Checkpoints Authority (ICA) welcomes bona-fide visitors to enter Singapore. Visitors must satisfy our basic entry requirements before they can be considered for entry into Singapore. The prevailing entry requirements include, holding a passport with at least six months validity, valid Singapore entry visa (if applicable), confirmed return/onward tickets (where applicable), sufficient funds to last for the intended period of stay in Singapore, entry facilities to their onward destinations, e.g. visas, completed Disembarkation/Embarkation Card and Yellow Fever Vaccination Certificate (if applicable).

 

Every visitor’s entry will be assessed on own merits. Visitors who are eligible for entry will be issued with visit passes upon arrival. These visit passes regulate the number of days that visitors are allowed to stay in Singapore. The granting of visit passes to visitors is determined by the ICA officers stationed at Singapore Checkpoints upon their arrival.

 

The period of stay granted is shown on the visit pass endorsement given on a visitor's passport. All visitors are advised to check their passports for the arrival endorsement and take note of the number of days stay given before leaving the checkpoint.

 

All foreigners are reminded to ensure their legitimate stay at all times while in Singapore.

내용인즉, 

'싱가포르의 입국 허가는 너희의 권리가 아닌 이미그래이션의 판단으로 결정된다.

너희의 (입국거부)사유를 확인한 바에 의하면

너희는 입국 자격이 충분하지 않았다.

이미그래이션에서는 6개월 이상 유효기간이 남은 여권,

확정된 귀국 항공권,

싱가포르에서의 체류 자금,

목적지가 명확한지의 여부가 기본 입국의 조건이며,

이 요건이 충족되어야 한다.

.... 기타 원론적인 내용 등등.'

어처구니 없게도 우리는 이에 대한 모든 요건을 갖춘 상태였고,

모든 인터뷰에 대한 답변과 증빙 서류까지도 제출했었습니다.

그런데 이런 꽉 막힌 메뉴얼적인 내용만 앵무새처럼 붙여 보내는 무성의한 ICA의 답변에

희망은 사라졌습니다.

다시 반박하는 메일을 보낸다 하더라도

또 다시 돌아올 답변이 무슨 내용일지 불보듯 뻔했습니다.

우리 부부는 이제 더 이상 싱가포르에 갈 일이 없을 겁니다.

싱가포르에서 사용하기 위해 환전했던 싱가포르 달러도 오늘 모두 바트로 다시 재환전했습니다.

10월에 태국 장기체류 비자 연장만 무사히 마치길 기도해야죠.

연일 북한의 도발 때문에 정국도 어수선한 시점에 해외에 있다보니

더욱 내 나라에 대한 뭔지 모를 그리움이 생겨납니다.

외화 많이 벌어서 꼭 금의환향하고 싶네요...
